Temperament Formation in Puppies

Why do two puppies from the same litter, raised in the same house, grow into such different dogs — one confident and easygoing, the other anxious and reactive to anything new? Guardians often assume the answer is either “that’s just how she was born” or “we must have done something wrong,” as if temperament were purely genetic or purely a product of upbringing. The real answer is neither, and understanding how the two actually interact is what separates guesswork from an approach that can genuinely shape a puppy’s development thoroughly during the critical window are both at least as informative, and arguably more so, than a snapshot test taken on one specific day at eight weeks old.

What It Is

Temperament is a dog’s consistent, biologically-rooted pattern of reacting to the world — how readily it approaches or avoids novelty, how intensely it responds to arousal or threat, how quickly it recovers from being startled, and how it engages socially with people and other animals. It is distinct from personality in the strict research sense (personality is often used for the more surface-level, stable descriptive traits like “friendly” or “energetic”), and distinct from trained behavior, which is a learned response layered on top of temperament rather than a replacement for it. A well-trained dog with a fundamentally anxious temperament can perform reliably in familiar situations while still being physiologically flooded by an unfamiliar one; training changes what the dog does, not necessarily how its nervous system first reacts.

Temperament formation is the process by which this pattern gets built — starting before birth and continuing through a series of developmental windows in which the puppy’s nervous system is unusually receptive to experience. It is not fixed at birth like eye color, and it is not infinitely malleable like a skill. It behaves more like a trait with a genetically-set range, within which early experience determines where the animal actually lands. Two puppies can inherit a similar genetic predisposition toward wariness and diverge sharply in adulthood depending on what happened to each of them between roughly three and fourteen weeks of age.

This matters practically because it reframes what a Guardian, breeder, or puppy raiser is actually doing during those early weeks. They are not “teaching a puppy to be brave” in the way one teaches a puppy to sit. They are shaping which end of a genetically-bounded range the puppy’s adult temperament settles into, during a window that will not reopen once it closes.

 

The Science

The genetic floor

How much of temperament is inherited

The foundational question — how much of temperament is genetic versus environmental — has a more precise answer today than the often-repeated “it’s about half genetics” shorthand suggests, and the precision matters because it varies substantially by trait.

The most extensive modern answer comes from Evan MacLean and colleagues’ 2019 study combining behavioral data from over 14,000 dogs (scored using the Canine Behavioral Assessment and Research Questionnaire, C-BARQ) with genetic relatedness data across more than 100 breeds. MacLean et al. (2019) found that breed differences in behavior are highly heritable across 14 measured traits, and that breeds cluster behaviorally in a pattern that closely tracks their genetic relationships to one another — not a coincidence, but evidence that selection for behavior has left a real, findable genetic signature. The traits with the strongest heritable signal were trainability, stranger-directed aggression, chasing behavior, and attachment/attention-seeking; the study also identified 131 specific genetic variants associated with these differences, concentrated in genes with known roles in brain development. This is one of very few studies with the statistical power (tens of thousands of dogs, over a hundred breeds) to actually separate genetic signal from noise at this resolution.

More recent work has pushed into individual-level, rather than only breed-level, heritability. Bhowmik et al. (2024), working with 615 dogs from a commercial breeding cohort genotyped on a 710,000-marker SNP array, measured heritability for three specific fear-related phenotypes: social fear, non-social fear, and startle response. Heritability estimates ranged widely — from as low as 0.04 to as high as 0.35 depending on the specific trait — with social and non-social fear showing stronger genetic loading than the startle response itself. That spread matters: it means “how heritable is temperament” is the wrong-grained question. Some specific fear responses are substantially genetic; others, in the same study population, are barely genetic at all and depend almost entirely on what happens to the individual puppy.

Genetics doesn’t stop at emotional reactivity — it extends into cognition. Gnanadesikan et al. (2020) assessed cognitive traits across dog breeds and found that inhibitory control (the ability to stop an impulsive response) and certain communicative behaviors were themselves highly heritable, meaning some of what looks like “training success” in an adult dog is partly a cognitive trait the dog was born predisposed toward, not purely a product of how it was taught.

The critical period

When experience does the most work

The single most load-bearing finding in this entire topic comes from a 14-year research program conducted by John Paul Scott and John Fuller at the Jackson Laboratory in Bar Harbor, Maine, using six breeds (Basenji, Beagle, Cocker Spaniel, Shetland Sheepdog, Wire Fox Terrier, and their crosses) raised under controlled, uniform conditions specifically so real breed differences in behavior could be isolated from confounding environmental variation. Scott & Fuller (1965) identified a critical period of socialization beginning around three weeks of age — when the puppy’s eyes and ears have opened and it becomes capable of directed social approach — and closing by roughly twelve to fourteen weeks. Within that window, puppies are unusually motivated to approach novel people, animals, and objects, and unusually capable of forming lasting positive associations with them; outside that window, the same exposures produce weaker and less durable effects.

This is not a hard on/off switch. Battaglia’s later synthesis of the critical-period research (summarized in Battaglia, 2009, and widely cited in veterinary behavior literature) describes the socialization window as opening around three weeks and gradually closing across weeks twelve to fourteen, rather than slamming shut on a specific day — a distinction that matters because a persistent myth holds that a puppy must go home at exactly seven weeks (49 days) to bond properly, a claim that traces back to a misreading of Scott and Fuller’s data rather than anything the original research actually concluded.

It’s also worth being direct about a limitation in the foundational research itself: Scott and Fuller’s studies relied heavily on isolation experiments — comparing puppies raised with typical social contact against puppies deliberately deprived of it — which makes it difficult to fully separate “harm caused by social deprivation” from “benefit specifically attributable to human contact.” A 2022 systematic review of the canine socialization literature makes this point explicitly, noting that because so much of the original evidence base comes from isolation-based designs, later researchers have had to be cautious about over-interpreting exactly what dose and timing of socialization is “necessary” versus merely “sufficient” — the core finding that a sensitive window exists holds up, but the precise boundaries and mechanisms are less settled than popular puppy-raising guides sometimes imply.

Maternal care and the prenatal-through-nursing window

Temperament formation starts earlier than most Guardians assume — before the socialization window even opens, and in some respects before birth. A growing body of research connects the mother’s stress physiology and caregiving style during pregnancy and nursing to her puppies’ later temperament.

Foyer et al. (2016), in a study published in Scientific Reports, found that the level of maternal care a mother dog provides measurably affects her offspring’s adult temperament — puppies from more attentive, higher-maternal-care mothers showed different adult behavioral profiles than littermates raised (in cross-fostering designs used in related work) under lower maternal care, independent of genetic relatedness to that mother. A related study, Guardini et al. (2016), tested eight-week-old puppies with brief isolation from their mother and found that puppies whose mothers had provided higher levels of maternal care showed more exploration, took longer to begin distress vocalizing, and displayed less destructive behavior toward their enclosure during the separation — a fairly direct behavioral signature of better early stress regulation.

The physiological mechanism behind this has started to come into focus through cortisol research. A study of guide-dog-candidate German Shepherd litters examined basal cortisol at five weeks of age and found that puppies born to more experienced mothers who displayed more maternal behavior had higher basal cortisol at that age — counterintuitive at first glance, but the researchers interpreted this as reflecting a better-calibrated stress-response system rather than a chronically stressed one, since these same puppies went on to show reduced fear responses and greater resilience later in development. This lines up with a broader finding replicated across several mammal species: it is not the total absence of stress exposure that builds resilience, but exposure to stress that is buffered by a responsive caregiver — a pattern with a close parallel in human infant attachment research, where sensitive maternal caregiving similarly predicts better cortisol recovery after a mildly stressful event.

Why puppy temperament tests are less predictive than most Guardians assume

A large and fairly sobering research literature has tested whether formal temperament assessments given to young puppies — the various “puppy aptitude tests” popular with breeders — actually predict adult behavior. The answer, replicated across several independent research groups and multiple breeds, is: not very well, and less well the younger the puppy is at testing.

Wilsson & Sundgren (1998) tested 1,235 eight-week-old German Shepherd puppies bred for service-dog work at the Swedish Dog Training Centre and followed most of them into adult testing at 450–600 days old. The puppy-age results did not reliably predict adult suitability for service work — a striking result given the scale of the study and the fact that it was conducted specifically to validate puppy testing as a selection tool. Riemer et al. (2014) tested 134 Border Collie puppies at multiple points in early life and again at 1.5–2 years old; the study found little correlation between early results and adult behavior on most measures, with exploratory behavior as the one notable exception that did carry forward. Most strikingly, fearfulness at puppy testing was not correlated with adult fearfulness in this study — in fact some of the most fearful puppies in the sample went on to become among the friendliest, most confident adults, the opposite of what a Guardian using a puppy test to predict “shyness for life” would expect. Robinson, Thompson & Ha (2016) found that puppy temperament assessments reliably predicted a puppy’s breed and AKC group (unsurprising, since breed-typical behaviors show up early) but did not reliably predict that same individual puppy’s adult temperament.

The consistent explanation across this literature is that a puppy’s nervous system, hormonal regulation, and brain structure are still actively developing well past the age most puppy tests are administered — continuing through adolescence and, in some studies, not stabilizing until social maturity, which in most dogs falls somewhere between one and three years old depending on size. A single behavioral snapshot at seven or eight weeks is measuring a system that has a great deal of development left to do.

 

Expert Insight: James A. Serpell, a co-developer of the C-BARQ assessment and a co-author on the MacLean et al. (2019) heritability study, discussed this exact finding in a 2019 interview: he noted that researchers still can’t look at an individual dog’s genome and forecast its behavior, and that the traits the study measured — trainability, chasing drive, stranger-directed aggression among them — are precisely the behaviors people have selected for when developing particular breeds (Serpell, quoted in Futurity, 2019). In other words, the finding is genuinely useful for understanding why breeds differ and for guiding breed-level selection, but it was never intended, and shouldn’t be read, as a tool for predicting any single puppy’s adult temperament from its DNA.

 

The oxytocin system

One specific mechanism behind sociability

Heritability studies establish that human-directed sociability is genetically influenced; a separate line of research has started identifying specific candidate mechanisms for how. The oxytocin system — already well established as central to social bonding in humans — has emerged as one of the more concrete leads. Persson et al. (2017), working with 60 Golden Retrievers, found that a specific polymorphism in the oxytocin receptor gene (OXTR) interacted with intranasal oxytocin treatment to change how much physical contact-seeking a dog directed toward its owner during a mildly frustrating task: dogs with one genotype increased contact-seeking under oxytocin, while dogs with the alternate genotype decreased it — a clean demonstration that the same hormone can push behavior in opposite directions depending on an individual dog’s genetic background. The same research group had earlier genotyped the same OXTR region in wolves and found the polymorphism predates domestication, suggesting selection during domestication acted on pre-existing genetic variation rather than creating something entirely new. A separate study, Kis et al. (2014), genotyped German Shepherds and Border Collies at three OXTR markers and found associations with both stranger-proximity-seeking and owner-directed friendliness — but in opposite directions between the two breeds, a reminder that a gene’s behavioral effect can be breed-context-dependent rather than universal. For temperament formation specifically, this matters because it suggests part of what a Guardian is working with during the socialization window isn’t a blank behavioral slate but a specific neuroendocrine system whose baseline sensitivity is already partly genetically set before the first exposure ever happens.

How It Develops Across Life Stages

Only the stages where temperament formation is actually doing structural work are included here — the neonatal period through the close of adolescence. (Adult and senior stages are covered under other Development-domain clusters, since temperament by then is largely set rather than forming.)

Neonatal period (birth to ~2 weeks). Puppies are blind, deaf, and almost entirely dependent on touch, smell, and warmth-seeking; eyes typically stay closed until roughly 10–14 days and ear canals open a few days after that. Formal socialization hasn’t begun, but this is where maternal physiology starts to matter: the mother’s own stress hormone levels during late pregnancy and the intensity of her early nursing and grooming behavior are already contributing to how the puppy’s stress-response system gets calibrated, well before the puppy is doing anything a Guardian would recognize as “temperament.”

Transitional period (~2–3 weeks). Eyes and ear canals open, and the puppy begins standing, taking a few unsteady steps, and orienting toward sound and movement for the first time. This is the on-ramp into the critical period rather than the critical period itself — brief, gentle handling and exposure to varied but non-alarming sounds and surfaces here appear to ease the puppy into the more intensive socialization work to come, though the puppy’s capacity to form durable associations is still limited compared to what’s coming in the next stage. This stage also marks the rough beginning of species self-recognition — puppies start orienting preferentially toward other dogs over other stimuli around this age, which is part of why the timing of a puppy’s first handling by humans matters as much as its eventual duration.

Socialization period (~3–12/14 weeks). This is the window identified by Scott & Fuller (1965) and refined by later researchers — the single highest-leverage stretch of a dog’s entire life for temperament formation. Littermate play, which intensifies from around week 3 through week 8, does real developmental work here beyond simple exercise: bite-force calibration (“bite inhibition”) is learned largely through the feedback loop of play with littermates, where a bite that’s too hard reliably ends the game — a puppy removed from its litter earlier than around 7–8 weeks, or raised as a singleton without littermates, typically has fewer of these calibration opportunities and often needs more deliberate, human-managed bite-inhibition work later. Within this broader window, most researchers and clinical behaviorists further flag one or more brief fear periods — windows of roughly a week or two, most commonly cited around 8–10 weeks and again around the onset of adolescence, during which a puppy is temporarily more prone to forming a strong, lasting fear response from a single bad experience than it is immediately before or after. This doesn’t mean socialization should pause during a fear period — it means novel experiences during that narrow stretch should be managed with extra care to avoid an accidental flood (a startling, overwhelming, or painful event) turning into a permanent association.

Juvenile period (~14 weeks to onset of puberty, breed- and size-dependent). The intensive window has closed, but the puppy is still highly capable of learning; the difference is that new experiences now build on an existing temperament baseline rather than shaping it from scratch. Continued exposure still matters for confidence and behavioral flexibility, but a poor early socialization window is much harder to fully reverse from this point on, and a strong one is correspondingly more durable.

Adolescence (roughly 6–18 months, later in giant breeds). A second, less-discussed sensitive period. Puberty timing itself varies substantially by adult size — commonly reported around 6 months in small breeds, 6–9 months in medium breeds, and sometimes not until 12–18 months in giant breeds — which means the adolescent fear-period-like window doesn’t land on the same calendar age across a General Companion population; it tracks physical maturation more than chronological age. Hormonal changes associated with puberty coincide with documented shifts in fear and reactivity for many dogs — a previously confident adolescent can temporarily become more reactive to novel stimuli, and a second fear-period-like window is often reported clinically around this stage. Because this coincides with many owners relaxing structured socialization (having “finished” it in early puppyhood) and coincides with many dogs being surrendered to shelters, it is a stage where continued, undramatic exposure to the world pays off disproportionately relative to the effort involved.

What Influences It / What It Influences

Temperament formation doesn’t develop in isolation from the rest of a dog’s life — it sits at the center of several other clusters in this framework:

  • Attachment and Bonding (Relationship domain) — the quality of the puppy’s early bond with its mother and, later, its human Guardian is one of the primary mechanisms through which temperament gets shaped, particularly the stress-buffering effect described in the maternal-care research above. The oxytocin-system findings above (Persson et al., 2017; Kis et al., 2014) suggest this isn’t just a metaphor — the same neuroendocrine pathway implicated in human-directed sociability is also central to the attachment literature, meaning these two clusters likely share real biological machinery rather than merely overlapping in theme.
  • Nutrition and Physical Development (Development domain) — nutritional deficits or illness during the same early weeks that temperament is forming can compound stress load on a puppy’s developing nervous system, making an already-sensitive window harder to navigate well; a puppy fighting an illness or malnutrition during the socialization window has less physiological and behavioral bandwidth available for the exploration and recovery that good socialization depends on.
  • Genetics and Breeding Selection (Creation domain) — since a meaningful share of temperament variance is heritable (see MacLean et al., 2019, above), breeding decisions made before a puppy is even born are already constraining the range within which early experience will later operate, and heritability differs enough by specific trait (Bhowmik et al., 2024) that a breeder selecting against, say, non-social fear is working with a different genetic lever than one selecting against a general startle response.

 

Practical Application

Start before the puppy comes home, if you’re the breeder. Gentle, brief handling of neonates (sometimes called early neurological stimulation) and attentive, low-stress maternal care during the first weeks are both associated with better-regulated stress responses later — this is breeder-stage work, not something an adopting Guardian can retroactively add.

Treat weeks 3–14 as a genuine, non-negotiable priority, not a “nice to have.” The goal is planned, positive exposure to the categories of things the dog will need to be comfortable with for the rest of its life: people of different ages, appearances, and gaits; other vaccinated, friendly dogs; everyday household sounds (vacuum, doorbell, traffic); varied surfaces and footing (grass, tile, metal grating, stairs); being handled — paws, ears, mouth, collar grabs — in a way that predicts good things rather than restraint. Aim for genuine variety over sheer volume: twenty different calm experiences during this window do more for temperament than the same five experiences repeated twenty times.

Don’t wait for a full vaccination series to begin structured socialization — but don’t skip vaccination-related precautions either. This is a common point of paralysis for new Guardians, and it has a specific, sourced answer: the American Veterinary Society of Animal Behavior’s position statement holds that puppies can begin socialization classes as early as 7–8 weeks old, provided they’ve had at least one set of vaccines and a first deworming at least seven days beforehand, with vaccines kept current throughout the class (AVSAB, 2008). The position statement is explicit about the reasoning: behavioral problems, not infectious disease, are the leading cause of death in dogs under three years old, and a well-run puppy class on a sanitized surface carries materially lower infection risk than an unsanitized, high-traffic area like an off-leash dog park with dogs of unknown vaccination status. In practice this means: yes to a well-run puppy class on cleanable flooring at 7–8 weeks; not yet to the public dog park until the vaccination series is complete.

Worked example. Consider a hypothetical ten-week-old puppy, “Mabel,” who startles hard at the sound of the vacuum cleaner. The wrong response is to force proximity until she “gets used to it” (risking a flood during a fear-period-adjacent age) or to avoid the vacuum entirely (letting the fear generalize unchallenged). The better sequence: run the vacuum in a separate room with the door shut while Mabel is calm and fed a high-value treat at a distance where she notices the muffled sound but isn’t reacting; over several short sessions across a week or two, gradually decrease the distance and increase the vacuum’s proximity only once she stays relaxed at the current step, always pairing the sound with something good rather than simply exposing her to it and hoping she habituates. This is standard graduated desensitization plus counter-conditioning, applied specifically inside the socialization window where it does the most durable good.

Manage exposure intensity, especially around documented fear-period ages (roughly 8–10 weeks, and again in early adolescence). This doesn’t mean isolating the puppy during these stretches — it means being more deliberate about avoiding accidental floods: skip the loud fireworks-adjacent dog park visit that week, don’t schedule the first nail trim and the first vet visit and the first car ride all on the same overwhelming day.

Build handling tolerance deliberately, not just socially. Because littermate play calibrates bite pressure through social feedback rather than human instruction, a puppy separated from littermates earlier than 7–8 weeks — or an only-puppy litter — often needs a Guardian to take over that calibration role directly: short, frequent sessions of touching paws, ears, muzzle, and collar while pairing each touch with a small treat, building toward a nail trim, ear check, or vet-style exam the puppy tolerates calmly rather than merely endures. Aim for these sessions daily during the socialization window rather than saving all handling practice for the first veterinary visit itself, where a puppy is simultaneously coping with a novel environment, novel person, and novel handling all at once.

Success Criteria — you’ll know socialization is going well when: the puppy recovers from a startle within a few seconds rather than staying frozen or fleeing; it approaches new people and calm dogs with loose, wiggly body language rather than a stiff, low posture; it can be handled (paws, ears, collar) without escalating resistance; and it re-engages with food or play shortly after a mildly startling event rather than shutting down for the rest of the outing.

Red Flags — consult a veterinary behaviorist or credentialed trainer if: the puppy shows prolonged freezing, hiding, or trembling that doesn’t resolve within a few minutes of a mild novel exposure; it growls, snaps, or bites in response to gentle handling; it shows no interest in food even for high-value treats in moderately stimulating environments (a sign of a stress level too high for learning to occur); or a previously confident puppy suddenly and persistently avoids something specific after a single incident, which can indicate a fear-period flood that needs professional counter-conditioning rather than more casual exposure.

Common Misconceptions

“A puppy must go to its new home at exactly 7 weeks (49 days) to bond properly.” This traces back to a misreading of Scott and Fuller’s research on the opening of the socialization window, not anything the original data concluded — the window opens around three weeks and stays open for weeks afterward, and a puppy leaving its litter at 8, 9, or 10 weeks is not missing some hard cutoff, provided socialization continues actively in the new home.

“A puppy that tests fearful or shy at 8 weeks will be a fearful, shy adult.” The predictive-validity research above (Wilsson & Sundgren, 1998; Riemer et al., 2014; Robinson et al., 2016) consistently shows early temperament tests are poor predictors of adult temperament on most traits, and in at least one study, puppy-age fearfulness was not correlated with — and in some individual cases inversely related to — adult fearfulness. A rough early test result is a data point, not a verdict.

“Genetics determines temperament, so early experience doesn’t matter much” (or its mirror-image: “any puppy can become anything with the right upbringing”). Both oversimplify a genuinely interactive process. Heritability estimates for temperament-relevant traits range from very low to moderately high depending on the specific trait (Bhowmik et al., 2024), and even highly heritable traits like stranger-directed aggression (MacLean et al., 2019) still show meaningful within-breed variation driven by environment. Genetics sets a range; early experience determines where within that range the adult dog lands.

Everything above describes temperament formation in general — the mechanisms (genetic heritability, critical-period socialization, maternal stress-buffering) apply across breeds.
